however suggest that considerable advantage both to the junior
memuors
of the service and to the Government would be derived
by authorizing the Governor at the request of an officer due
for leave to commute a period of half-pay leave into half the
period of full pay leave. The junior members of the service
who now find their leave pay inadequate to meet the cost of
passages to and from England and of their maintenance while
there, would probably gladly give up a portion of their leave
in order to receive more pay during the remainder of it, while
the Government would gain by the shortened absence of such
officers from their work, and though it devolves upon the
Government to make up the difference to the acting officer, the
cost would be small, and more than covered by the increased
efficiency of the service.
Ly proposels are set out in a draft
General Order a copy of which is attached. If they are approved
it will be open for present officers to avail themselves of
them at any time and as it would be in the Governor's dis-
-cretion to grant or refuse a comutation of leave, under no
circumstances will the Government suffer by allowing this
liberty. It is believed that the proposed rules will work
satisfactorily; officers who desire long leave will be able to
